Even though the environment for intellectual property protection has significantly improved over the last decades, intellectual property infringements and insufficient implementation of laws and regulations are still a concern for a significant number of foreign companies.

    Christoph-Severin Haase
    Counsellor of the Embassy of the Federal Republic of Germany in Beijing
    Mr. Haase took post as IP-Counsellor to the German Embassy in Beijing in summer 2020. After graduating from the faculty of law at the Westfälische-Wilhelms-Universität in Münster in 2003, he was in articles (law apprenticeship) i. a. at the German Embassy in Phnom Penh, Cambodia and graduated with his 2nd state examination in law in 2007 (Examination board Düsseldorf). Mr. Haase started his career as a judge on the bench for the civil district court in Germany and has served as public prosecutor in Cologne, Osnabrück and Aurich (Lower Saxony and North Rhine-Westphalia). He was stationed in a legal exchange program in Japan in 2013 to interact on the legal systems of both countries. In 2015 Mr. Haase was appointed to the Ministry of Justice and Consumer Protection to the Federal republic of Germany where he i. a. outlined new penal provisions.

    Consul General Aron Mir Haschemi has been a career diplomat for two decades. After his first assignment as a political and press officer at the German Embassy in Beijing, he took office, again in China, in summer of 2023 as Consul General for the Southwest. Before returning to China, he formed and led the task force for organizational development and reform at the Federal Foreign Office in Berlin. Previous deployments included Mexico and Nigeria. A lawyer by training, his work on international law, refugee law, and administrative reform has been published.

    Mr. Martin Stefan Klose has more than 5 years’ experience in the German Chambers Network Abroad. As of January 2021, Mr. Klose assumes the role of Executive Director and Board Member of German Chamber of Commerce in China -South & Southwest China. Before that, Mr. Klose has served as Delegate in Myanmar. Before his career in the German Chambers Network Abroad, he gained more than 10 years of experience as Partner and Managing Director in Rödl& Partner.

    Dr. Constanze Wang is leading AHK China’s Government Affairs & Advocacy area. Previously, she managed the integration of a Chinese state-owned enterprise with a German mid-sized company in the cement industry. For her PhD, she did extensive research on knowledge transfer in Sino-German cooperation.

    Elliot Papageorgiou is Gowling WLG's Head of IP Strategy in China. With over 25 years of experience, Elliot has practised intellectual property (IP) law across several continents, including Oceania, Europe and Asia. Based in Gowling WLG's Shanghai office, Elliot counsels international clients on contentious and non-contentious IP matters, with a special focus on IP value-growth and value-extraction, strategic portfolio development, and cross-border IP enforcement and infringement litigation in China and across the APAC region. Elliot supports a number of embassies in China with current IP developments and issues and is regularly consulted by the European Delegation and European Intellectual Property Office in China. He is the former National Chair of the European Chamber in China (EUCCC)'s Intellectual Property Rights Working Group (IPR WG) and has held various positions within the IPR WG since 2006. Elliot has represented a number of Fortune 500 companies and other multinationals in patent litigation. Other recent client briefs include developing IP strategies for a number of Europe's leading venture capitalist funds; strategically advising a global leader in cutting-edge semiconductor fabrication, a global leader in quantum computing technology, global engineering and manufacturing conglomerates, as well as some of Europe's best-known engineering firms. As part of his disputes and litigation practice, Elliot has guided a range of complex patent litigation, as well as trademark and copyright litigation cases, by way of petition for re-hearing (certiorari) before China's Supreme People's Court (SPC) on a number of occasions. One notable such case was ranked number one in the SPC's "Top 50 IP Cases of the Year." Throughout his legal career, Elliot has consistently been recognized as a leading practitioner in his field by IAM Patent 1000, IAM Strategy 300, World Trademark Review 1000, Managing Intellectual Property, Chambers and Partners, Legal 500, Who's Who Legal, and WIPR, just to name a few. In addition to his practice, Elliot regularly teaches IP courses at various universities and has given seminars for various industry and professional organisations in China and internationally.

    Mr. Alex Liu received his M.S. degree in molecular pharmacology from Peking Union Medical Collage and an LLM degree in IP Law from Franklin Pierce Law School (US). Mr. Liu is qualified both as a patent attorney in China and a patent agent in the US. As an experienced patent practitioner working in a multi-national company in China, Mr. Liu is adept at developing IP strategies and managing IP portfolios that position businesses to take advantage of both legal and business opportunities. As part of his previous practice as an external counsel, Mr. Liu provided expert advice on issues including patentability, validity, infringement, freedom-to-operate, due diligence, etc. After joining Bayer China since 2007, Mr. Liu also helped his company draft and negotiates technology transfer agreements, IP licensing agreements, and other contracts related to IP transaction in the areas of pharmaceuticals, agrichemicals, biotechnology, and medical devices. As now being the IP Head of Bayer China since 2013, he is conducting/coordinating all types of IP issues for the company in the APEC region

    Project Manager at the China IP SME Helpdesk
    Ms. Jurgenson manages the day-to-day activities of the Helpdesk and helps EU SMEs navigate the IP system in China. She has a strong project management background, having worked as a Project Manager and Project Coordinator on EU-funded projects in Development Solutions Europe Ltd. for over 3 years, prior to joining the EUCCC. She also has strong event management skills, having managed events in China and South-East Asia. Ms. Jurgenson has been working for the China IP SME Helpdesk under Development Solutions in various roles since 2016 and has written several short articles on IP issues, published on the Helpdesk website. She holds a Master’s degree in International Studies with the focus on International Law from Aarhus University in Denmark and a BA in History and International Relations from the University of Tartu in Estonia.
