在全球贸易环境中，海关稽查和缉私是企业经常面临的挑战。海关稽查，作为一种重要的审查和验证手段，比日常的海关质询或调研更为正式和严肃。虽然海关稽查的启动并不直接标示企业有违法或违规行为，但下达稽查指令通常表明海关已掌握了某些初步的违规证据。若企业无法提供合理解释和辩护，便可能面临严重的海关风险，甚至触及刑事和行政处罚。

Customs inspections and anti-smuggling are challenges that companies often face in the global trading environment. Customs audit, as an important means of scrutiny and verification, are more formal and serious than routine customs inquiries or investigations. While the initiation of a customs audit does not directly indicate that a company has violated the law or committed an offense, the issuance of an audit order usually indicates that Customs has some prima facie evidence of a violation. If no reasonable explanation or set of documents can be provided in time, it may lead to serious customs challenges, even criminal charge and administrative penalties.

海关的走私和违规处罚是对违反《海关法》行为采取的严厉措施，然而，大多数进出口企业在日常业务中直到有案例出现前并不会去特意了解相关知识和最新实践。这导致企业缺乏风险防范意识，经常在不经意的业务环节出错进而受到处罚，并且在面临处罚或案件进入缉私阶段时，采取错误应对措施，失去争取权利、减轻损失的机会。

Customs smuggling and violation of penalties are severe measures for violations of the Customs Law, however, many enterprises engaged in export and export daily business do not actively learn the regulation or understanding the latest practice until cases show up. That  leads to a lack of risk prevention awareness, often inadvertently in the business aspects of the error and thus penalized, furthermore facing penalties or the case to enter the phase of anti-smuggling, to take the wrong response, lose the right to defend, and to mitigate the loss of the opportunity.

本次活动目的是深入探讨海关稽查和缉私的各方面，以帮助企业建立有效的风险管理和合规策略。我们的关务专家将简要介绍引发海关稽查和缉私的主要因素，关键问题点，以及进出口企业可能遭遇的典型违规及其法律后果，提高企业对海关执法活动的理解，分析进出口业务中可能的海关处罚风险点，并提供相应的应对策略。

This workshop is to provide an in-depth discussion of the various aspects of customs inspections and anti-smuggling to help companies establish effective risk management and compliance strategies. Our Customs experts will briefly introduce the main factors triggering customs inspection and anti-smuggling, key problem points, as well as typical violations that import and export enterprises may encounter and the respective legal and tax consequences, improve enterprises' understanding of customs enforcement activities, analyze the possible risk points of customs penalties in import and export business, and provide corresponding strategies.
