高标准建设天开园是市委、市政府全面贯彻落实党的二十大和二十届二中、三中全会精神，深入落实习近平总书记视察天津重要讲话精神，扎实实施高质量发展“十项行动”的战略举措。2024年2月，习近平总书记视察天津时强调，要在发展新质生产力上善作善成，加强科创园区建设，强化科技创新和产业创新对接。天津深入贯彻落实习近平总书记重要指示要求，立足自身资源禀赋，发挥南开大学、天津大学等高校科技研发优势，谋划建设天开高教科创园。截至目前，天开园总面积95.67平方公里，累计注册企业3502家，设立42只206亿元基金，2024年园区企业累计营收77.5亿元、税收2.79亿元、就业1.8万人。开园两年来，多位中央领导亲临指导，充分肯定天开园的建设发展成效。

一是一大批重要原创成果加快转化。充分发挥天津在化学、材料、精密仪器等领域的学科优势，深入挖掘29家全国重点实验室、7家海河实验室和403家市级重点实验室资源，推动100余项科研成果落地转化。

二是科技创新创业良好生态加速形成。持续深化“政务、科创、金融、商务、知识”五类服务，健全完善“法规+政策+配套+细则”支撑体系，半年时间出台促进天开高教科创园发展条例，2年内天开园1.0版、2.0版支持政策迭代升级。“一站式”天开综合服务大厅实现233项行政审批事项、208项“跨省通办”事项、1100余项政务服务帮办代办，创新创业服务更加便捷高效。链接174家科创服务机构、179家金融服务机构，成功让“企业找机构”转变为“机构主动提供专业化个性化服务”。成立了天开企业家联盟，常态化举办天开大讲堂、天开创新沙龙等创新创业活动3000余场。

三是新质生产力发展引擎作用不断释放。天开园正在将市委、市政府的“施工图”转化为“实景图”。两年来，天开集团市场化盘活核心区技术物理所、华苑中电科创园等5个载体，建筑面积6.26万平方米；核心区18家企业陆续到“两翼多点”及全市其他区域产业化，核心区的策源功能和“两翼多点”的转化产业化作用持续释放。

市委、市政府不断强化加快天开园发展战略决心，持续作出一系列重大决策和部署。5月8日，市政府常务会议审议通过了“推动科技创新和产业创新深度融合工作方案（2025—2027年）”“促进人工智能创新发展行动方案（2025—2027年）”，市科技局联合市教委等部门共同制定“天津市科技成果转化尽职免责工作指引（试行）”。一系列改革举措推动天津在科技创新和产业创新深度融合、聚焦发展人工智能和生物医药等重点领域，以及科技改革方面进行创新，天开园作为上述改革的试验区，将成为一系列政策大胆闯、大胆试的先行区和制度创新的试验田。
