According to the Survey conducted by the German Chamber of Commerce, compliance with Cross-Border Data Transfer (CBDT) regulations is a critical concern for German enterprises, impacting 68% of German companies operating in China. In February of this year, the Shanghai Free Trade Zone Lin-gang New Area officially released its inaugural Negative List for data outbound transfers and Operational Guidelines, covering data related to Intelligent Connected Vehicles, Biomedicine, Public Funds, Reinsurance, Shipping and Securities, and addressing various application scenarios and data items.

据中国德国商会的调查显示，数据跨境流动（CBDT）的合规是德国企业在中国经营所面临的关键问题之一，68%的在华德国企业表示受到影响。今年 2 月，上海自贸区临港新区正式发布了首批数据跨境流动负面清单和操作指南，涵盖智能网联汽车、生物医药、公募基金、再保险、航运、证券等领域，涉及多种应用场景和数据项。
