Chen Weijia, female, is the Vice Chairperson and Secretary General of Women Leadership
Academy. She was born in Chongqing, China in 1953. In 1981, she graduated from the
Economics Department of Sichuan University with a master's degree in economics. From 1981
to 1992, she worked as a lecturer and associate professor in the Economics Department of
Sichuan University. From 1992 to 2006, she worked in the Department of University Work
under the Ministry of Education of China as the Director and Deputy Director-general; from
2006 to 2008, she served as the Chairperson of the University Council of Communication
University of China. From 2008 to 2011, she served as the Director-general of the Department
of University Work under the Ministry of Education of China. From 2011 to 2013, she served
as the Education Counselor of the Chinese Consulate General in Chicago. In 2014, she retired
from the national civil service position
David Julien

Dr. David Julien currently acts as Secretary General of the Inter-American Organization of
Higher Education (OUI-IOHE) and Executive Director of the Conference of the Americas on
International Education (CAIE). He owns a Doctorate and a Master’s degree in Psychology
from the University of Sherbrooke and a Bachelor’s degree from Laval University. He has
taken courses in leadership and management at Harvard University and McGill University.
He has accumulated 20 years of management experience in three distinct organizations
including the IOHE, the World Anti-Doping Agency (WADA), and UNESCO where he has been
responsible for developing inter-governmental partnerships and different capacity building
programs. He has taught at the Confucius Institute in Montreal, University of Sherbrooke,
Marie-Victorin College and Kaifeng University (China). He has also offered training seminars
in various Latin American universities.
Ms. Zhang has many years of experience in international education exchange. She spent
her entire career at the Chinese Ministry of Education with overseas postings in Washington
and Toronto, culminating in Paris as China’s Ambassador to UNESCO (2014 - 2016). From
2008 to 2014, she was the Director General of the Department of International Cooperation
at the Ministry of Education. Between 2005 and 2008 she served as the Secretary General
of the China Scholarship Council. Ms. Zhang Xiuqin is now the Vice President of the China
Education Association for International Exchange
