The National Energy Administration (NEA) issued the Guidance on Energy Work in 2025, outlining 21 key tasks to set the major target for the energy sector in 2025 as below:

  • Energy security: Crude oil production is set to remain above 200 million tons, total national power generation capacity is expected to exceed 3.6 billion kilowatts, and newly installed renewable energy capacity is projected to reach at least 200 million kilowatts, with total electricity generation expected to reach approximately 10.6 trillion kilowatt-hours.

  • Green transition: The share of non-fossil fuel power generation capacity is expected to increase to around 60%, while non-fossil energy consumption is projected to account for approximately 20% of total energy consumption.

  • High-quality energy development: A national unified electricity market system is planned to be preliminarily established.
