Premier Li Qiang chaired a State Council Executive Meeting, where the 2025 Key Work Division Plan was discussed and approved. (Compared to 2024, this year’s approach places greater emphasis on preparing for uncertainties and responding to changing circumstances):

• “Refine measures and accelerate implementation, racing against uncertainties with swift and proactive actions.”

• “Closely monitor changes in the situation, maintain policy reserves, and ensure timely and effective responses when needed.” 

Meanwhile, the State Council approved a draft decision to amend the Interim Regulations on Express Delivery, aiming to promote greener, more efficient, and reusable packaging and accelerate the shift toward sustainable production and consumption. The draft decision requires to:

• Strengthen the responsibility of express delivery companies while guiding and regulating upstream producers, merchants, and downstream consumers to promote full-chain governance.

• Increasing support policies for the green transition of express packaging, effectively reducing costs related to packaging, recycling, cleaning, and redistribution.
