The National Development and Reform Commission (NDRC) and four other government departments jointly issued the Guiding Opinions on Promoting the High-Quality Development of the Green Electricity Certificate (GEC) Market. Based on the GEC market goals set for 2027 and 2030, the guiding opinion introduces 17 measures in market supply, consumer demand, trading mechanisms, application scenarios, and GEC international expansion. Major Targets include:

• By 2027, China will basically establish a GEC market trading system, with further improvements in the green electricity consumption mechanism, which integrates both mandatory and voluntary consumption.

• By 2030, the GEC system will be further refined, with a significant increase in societal demand for independent green electricity consumption.

  
  

(This guiding opinion serves as a framework for medium- and long-term green power trading based on market-oriented approach. The Energy Law states that China will establish a green energy consumption promotion mechanism through initiatives such as the GEC system, making this guiding opinion a direct response to the law’s call for implementation.)
