The Ministry of Ecology and Environment released a draft of the revised Eco-Industrial Park Standard, aiming to guide China’s industrial parks toward becoming cleaner, greener, and more technology driven. The current standard, last updated in 2015, has been significantly revised to include new evaluation metrics and a reorganized framework structured around four key categories:

  • New requirements include a minimum 25% share of non-fossil fuels in total energy consumption. In addition, carbon capture is now mandatory in certain parks.

  • This category focuses on indicators such as energy intensity and productivity per employee.

  • The revised framework emphasizes output from high-tech, strategic emerging industries, clean energy, and digital sectors.

  • New ecological standards include mandatory green space requirements within the parks.

(The revised standards set the direction for industrial policy—prioritizing renewables, waste reduction, carbon capture, and high-tech clusters. They will guide local governments in building and upgrading industrial zones in the long-term.)
