Claudia is a public health researcher and independent consultant who is passionate about addressing the inequities faced by marginalised groups affected by HIV and substance use criminalisation. Her expertise includes advising and consulting for international organizations, community networks, service providers and governments, including UNAIDS, UNODC, Harm Reduction International, Asian Network of People Who Use Drugs, Open Society Foundations, Indonesia’s National AIDS Commission and others, as well as designing, executing, and evaluating gender-sensitive harm reduction programming and policies. Claudia holds a DPhil and MSc from the Department of Social Policy and Intervention, Oxford University, and a Summa Cum Laude BA in Political Science from York University.

She has long been engaged in the clinical, teaching and research work of drug dependence (detoxification), including medication and psychotherapy for substance addiction. She has published more than 40 articles in related magazines. In 2006, 2013, and 2017, She went to UCLA and the University of Massachusetts Medical School for further study. She is currently responsible for a number of scientific research projects of the National Natural Science Foundation, the US NIH/NIDA, the Shanghai Anti-Drug Fund, the Shanghai Health Bureau, and the Shanghai Shenkang Hospital Development Center.
