John-Peter Kools
John-Peter Kools is Senior Drug Policy Advisor of Trimbos, and is an international expert on substance use, drug policy and harm reduction. He has been involved in the drug field for 3 decades In 1990 he co-founded the harm reduction & human rights organization Mainline, where he developed and implemented numerous health projects for people who use drugs (educational materials, campaigns). Since 1995, Kools has applied this knowledge and expertise internationally, through research, capacity building and advocacy of harm reduction and health programs for drug users. His expertise also covers the field of criminal justice, law enforcement and the penal system. A significant part of his work is focused on transitional regions like Eastern Europe, (Central) Asia and southern Africa He was chairman of Harm Reduction International (HRI) between 2010-2016.

Gino Vumbaca
Gino Vumbaca is the Principal of 3V Consulting Services. He is a Director of Justice Reinvestment NSW and President of the largest non-government drug and alcohol organisation in Macau SAR – ARTM. Mr Vumbaca is the former Executive Director of the Australian National Council on Drugs. Mr Vumbaca worked as the Manager of HIV/AIDS and related services with the NSW Department of Corrective Services, in a variety of drug and alcohol centres as a counsellor and was responsible for coordinating the establishment of the NSW network of needle and syringe exchange programs for the NSW Health Department. Mr Vumbaca also continues to provide advice on prisons, HIV and drug issues for international organisations such as the United Nations & World Health Organisation.

Ph.D., Associate Professor of the Institute of Investigation and Anti-Terrorism of the People's Public Security University of China, Member of the Young Experts of Chinese Association of Drug Abuse Prevention and Treatment, Member of the Chinese Law Society, Member of the Chinese Criminal Law Society, Member of the National Expert Committee on Non-Medical Narcotic Drugs and Psychotropic Substances, Member of Prevention of Transnational Crime Research Association of Ministry of Justice. From 2012 to the present, he has published 25 academic papers in public journals, including 10 core journals, 3 CSSCI index journals, 1 copied and collected by the National People's Congress, 1 monograph, 10 editorials, and 1 national social science fund major project sub-project, 1 project of the China Law Society, 1 project of Beijing Social Science Fund Ministerial-level projects. He participated in 2 national social science funds, 4 provincial and ministerial-level projects; 2 provincial and ministerial-level scientific research awards; participated in the formulation of 1 standard; one of his theoretical results was adopted by the Ministry of Public Security.
