From 2003 Mr Hörnberg serves as the Executive Director of IOGT International.Mr Hörnberg was up till March 2018 the Chairperson of the Vienna NGO Committee on Drugs. From 1994 to 2012 he was Secretary General of International Institute of the IOGT-NTO-movement. Now he serves as the Senior Advisor to the management and board.  Mr Hörnberg was secretary in the civil society group working with WHO and UNODC on the project “Global Initiative” 1991 – 1996.

Professor of the School of Philosophy and Politics and Law of Yunnan Normal University, Master's Supervisor, member of the expert database of China National Narcotic Control Committee, Expert on Legislative Affairs of the 11th and 12th Yunnan People's Congress Legal Committee, the Legislative Affairs Commission of Yunnan People's Congress Standing Committee, and the leader's group of “rule of law” of CPC Yunnan Committee. He is also a part-time professor and master's supervisor of Kunming University of Science and Technology, a part-time professor of China Civil Aviation Cadre Management College.

Deputy Director of the Beijing Narcotic Control Education Base Management Center, executive director and deputy secretary-general of CADAPT, head of the China Narcotic Control Digital Exhibition Hall, member of the China Photographers Association, and member of the 9th Beijing Municipal People's Congress. He has long been engaged in anti-drug education, anti-drug culture creation, digital platform construction, and multimedia communication research and promotion. He presided over the design of the China Narcotic Control Digital Exhibition Hall, he is the designer and implementer of the “University Public Welfare Alliance for Narcotic Control Education”, and the chief judge of National Narcotic Control Micro Art Public Welfare Competition. In the past ten years, he has participated in the creation of more than 150 anti-drug cultural works such as film and television, drama, animation and photography, many of which won awards. In 2015, he co-sponsored the Internet + Anti-Drug Action Plan with the Beijing Municipal Internet Information Office. He successively planned and released the “Top 10 Drug Problems searched on the Internet in the past decade”, “Top 10 Problems in the Drug Detoxification and Rehabilitation in 2016”, and “2017 big data analysis report for drug-susceptible populations” with Baidu and other units. At the same time, he served as the chief editor of “Narcotic Control Research", "Drug Hazard Prevention and Control Platform Construction" series, "Narcotic Control Social Work", "Detoxification and Rehabilitation", "100 Questions and Answers for Narcotic Control", "Absolute Forbidden Area" and other books.
